Weird English in Taiwan

Someone please tell me what this about? What does it mean? The words appear in bold do not make any sense. I don't know who are the morons over at the Intellectual Property Office (which belongs to the Ministry of Economic Affairs) but they sure have a high stupidity level to come out with something this incomprehensible. I know I am critising them but once again, as I am looking for new work, I realise how incompetent some people are and they have a pretty good job. Life is not fair, that's for sure thus I also have the right to criticise everything and everyone, as long as they lack simple logical thinking. And I just want to say that whoever badmouths Singapore in Taiwan about Singaporean English should think twice before they make any comments.
